REACH is a risk based regulation and the toxicological aspect of Risk Assessment is becoming more common in EU legislation. A proposal for a Cosmetics Regulation has been published and all of the risk based regulations place the responsibility for risk assessment firmly on the producer. The assessment of risk requires knowledge and experience of assessing toxicological data and an understanding of real life exposures.
